Under the guidance and leadership of the Director of Logistics, the Digital Compliance Specialist is responsible for supporting and assisting the City of Panama City Information Technology (I.T.) department. Duties include the installation and configuration of computer hardware, installation/maintenance/upgrading of software and apps, troubleshooting issues with individual computers, working with servers and some networking with special projects throughout the City’s IT system with the primary responsibility of ensuring the City’s digital compliance of the website and relevant online documents, as well as bid, qualifications and proposal requests in accordance with the
Americans with Disabilities Act (ADA).

Working knowledge of ADA compliance requirements, proper IT protocols and security is critical to this position.

ESSENTIAL DUTIES

  • Analyze and remediate documents to establish compliance in conjunction with the most recent Web Content Accessibility Guidelines (WCAG) and Section 508 guidelines.
  • Manage reports/audits showing advancement in website compliance functionality.
  • Participate in the research, analysis, and evaluation of documents to be posted publicly.
  • Provide guidance to website users for document compliance.
  • Audit document versions to preserve website relevance.
  • Maintain and review videos on website to ensure compliance with ADA standards.
  • Manage user permissions and access rights to website access.
  • Troubleshoot screen reader anomalies and test audio/visual components for functionality.
  • Work closely with the City’s Public Information Officer (PIO) for content management and ADA compliance.
  • Develop policy and guidelines on website presence and ADA manageability.
  • Develop and track metrics to communicate level of digital media compliance.
  • Communicate with 3rd parties for report and document compliance to be posted publicly.
  • Performs other duties as assigned.

KNOWLEDGE, ABILITIES AND SKILLS

  • Knowledge of WCAG and 508 Current guidelines.
  • Understanding of captioning and transcription guidelines.
  • Understanding of document accessibility and remediation.
  • Excellent skills communicating with both internal and external customers in a team focused, cooperative and friendly manner.
  • Background with WordPress and template style websites.
  • Strong skills with accessibility tools, OS features and auditing software.
  • Background with screen readers and other digital ADA tools.
  • Strong skills in utilizing all Microsoft Office products and Adobe Suite applications.
  • Accessibility testing for web, mobile, and PDFs.
  • Excellent verbal and written communications.
  • Ability to cooperatively and effectively participate as a part of the technical and public information team.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in a digital or technology related field strongly preferred.
  • Certification in WCAG compliance or ability to attain in a reasonable timeframe, at direction of the IT Manager, is required.
  • A background in web-based technologies with an emphasis on ADA compliance is required.
  • Extensive experience or specific and necessary training may be substituted for education requirement.
