Office of Legislative Information Technology Services (OLITS)

General Summary

The successful candidate for this position will have a minimum of ten years of experience as a business analyst, including team lead and mentoring experience. This person will also possess significant testing skills, including test case design and test script creation. This position will work with the Legislative Committees (business) and Information Technology to produce detailed analysis, written requirements, documents or problem description, track and report on project or issue status and providing testing support.

Essential Duties/Responsibilities

  • Foster relationships with stakeholders to build a community of trust and gain knowledge
  • Fully understand customer business processes
  • Lead and manage requirements gathering and analysis activities by working with stakeholders, developers, designers, QA analysts and internal/external customers
  • Write user stories and manage a product backlog for stakeholders
  • Collaborate with the engineering team to ensure delivery of requirements
  • Communicate progress, obstacles and accomplishments
  • Manage project scope, acceptance and deployment
  • Manage multiple projects and priorities, tasks and coordinate various channels of communication at the same time
  • Design test cases and perform testing
  • Facilitate and conduct meetings while asking questions and soliciting feedback, presenting and capturing notes/requirements

Knowledge, Skills and Abilities

Required:

  • Background in business analysis, testing, project management, and related field as well as experience in a software development organization
  • Experience with agile software development, including Scrum
  • Experience in conducting thorough business process analysis to understand existing workflows and systems, document current processes and systems, create requirements for new processes, develop use cases, and manage requirement changes
  • Ability to be an advocate for the user and provide usable and efficient solutions for their problems
  • Ability to analyze and interpret user requirements and adjust to rapidly changing user requirements
  • Ability to communicate technical information clearly and concisely, both verbal and written
  • Ability to understand and convey business priorities and the relative importance of their projects
  • Able to identify multiple approaches to problem solving and recommend the best case solution
  • Possess technical acumen with the ability to translate information and research into non-technical language as necessary to effectively communicate across to stakeholders
  • Develop use cases as a key communication tool between the business and technical teams
  • Proven experience in creating user stories, acceptance testing criteria, test plans, design documentation, process flows, user workflows and wireframes for clearly communicating a set of functional requirements.
  • Be proactive and take initiative with little or vague directions to include desire to solve problems and be resourceful in seeking answers

 

Preferred:

  • Experience with Azure DevOps, Team Foundation Server or similar work item tracking system
  • Ability to process information logically
  • Possess excellent communication and interpersonal skills
  • Able to work under deadlines
  • Experience with root cause analysis processes and providing solution options to internal and external stakeholders
  • Willing to learn and discover
  • Ability to establish and maintain effective working relationships with others
  • Strong attention to detail, analytical skills, design skills, and ability to multitask

Minimum Qualifications

  • A bachelor’s degree from an accredited college or university in computer science, management information systems, business administration, education, communications, graphic arts, mathematics, statistics, geography, or engineering and five years of progressively responsible information systems experience
  • Total experience must equate to a minimum of 10 years related to Business Analyst work; including requirements writing and testing
